Different strokes, different folks I guess. I love the dedicated fan culture in soccer and am a fairly active member of Indy's own group. The constant singing, cheering, and hype makes for an awesome experience. I'm sure there are some people in it only for the excuse to drink, but that's just like any sport. But a lot of people in the fan groups put in a lot of time and effort to make sure games are fun for everyone.
Obviously I can't speak for the Timbers Army themselves, but I know in Indy we spend a ton of time organizing the tailgates, different events around the city, charity events, and working on tifo/chants. Judging by the other groups that I've met and interacted with, it's pretty similar elsewhere. I didn't spend any time with TA yesterday because I spent most of my time hanging out in the middle of the Crew tailgate, but everyone was cool and we traded away a couple indy scarves for columbus (and a few people got some portland ones) scarves. Also met a dude who came in full red/blue Chicago Fire gear which was awesome to see among the sea of Colombus yellow/black.

R nah, a lot people really care about their city/team and spend a ton of time supporting it and the sport. great way to meet a bunch of cool new people.
