WM II was great IMO. It was the only WM held in 3 different locations featuring multiple main events, including Mr. T vs Roddy Piper. I believe Hogan vs King Kong Bundy in a steel cage was the headliner though. I wish they'd try something crafty like that again, have WM be a state-wide experience.
WM XII was also a decent one featuring Bret Hart vs HBK in an iron man match. It was also Steve Austin's debut at a WM, and HHH got squashed by the Ultimate Warrior. Even the Diesel/Taker match lived up to its hype.
WM 2000 was also pretty good. The main event was actually unpredictable, I think just about everyone in the freeworld expected either Mick or the Rock to win, and yet somehow Triple H became the first heel to walk in and out of WM as champion. You must be thinking of a different year too, because the tag title match taht year was the Edge & Christian vs The Hardyz vs the Dudleyz ladder match for the tag titles. It also featured the entertaining hardcore battle royal and a sensational two out of three falls triple threat match between Kurt Angle, Chris Jericho and Chris Benoit, in which Angle lost both of the IC and Euro titles.
As for the actual worst WMs
Well WM XIII did indeed really suck. The highlights included an Austin vs Bret Hart match and the horrid main event between Psycho Sid and the Undertaker.
WM XI was special too. That was the LT vs Bam Bam main event... ugh, that's by far the worst WM main event, if not worst WWE main event ever. The title match was between Diesel and HBK, of course Nash was in his prime then, but still one semi-decent match doesn't make for a good WM. Razor Ramon also picked up a win over Double J at that WM. Bret Hart also beat Bob Backlund in an "I Quit" match, which was pretty much a mockery of Backlund's career.
Personally I didn't think WM IX was that terrible, not that great, but not that terrible. It would've been better had Hogan just come out of nowhere and not wrestled earlier in the night and won the title. Oh well.
WM VIII was pretty shitty actually. Considering the main event was Hogan vs Sid... while the title match was held earlier in the night between Macho Man and Ric Flair. I guess that match saves the show from being the worst WM.
WM XV sucked hard IMO. Austin vs Rock wasn't that great. Plus Shane won the euro title for no reason at all. The Undertaker/Big Boss Man HITC match was by far the worst HITC ever, and let us not forget, or better yet let us forget Butterbean vs Bart Gunn.
WM XVIII and WMXIX were fairly forgetable too. True Vince did a fine job killing the nWo in WMXIX (something I think he always wanted to do) and HHH did a great job burying Jericho's reign as Undisputed champion at WMVIII, that bullshit aside there were few decent matches. Ric Flair vs Undertaker comes to mind, on the whole WMVIII was really one of the shitty ones. At least WM XIX finally had the Vince vs Hogan match. The Rock finally beat Stone Cold at WM. And then there was the Brock vs Angle match, so that alone puts WMXIX in the middle of the pack I guess, but does nothing to excuse WM XVIII's horridness.
As for an overall favorite...
WM X was solid, the first post-Hogan WM. It was highlighted by the ladder match between HBk and Razor Ramon. Then Owen Hart's victory over Bret Hart to open the show, yet by the end of the night Bret Hart defeated Yokozuna to become champion. Men On a Mission's Lex-Express song amused me to no end too.
WM XVII was decent too. The HHH/Taker match was done very well. And even though Austin turned heel I thought that this time the match between him and the Rock was better than the previous encounter. Plus the internet was torn between who would turn heel be it the Rock or Austin leading into the ppv. Benoit and Angle put on another classic, and E&C, the Hardyz and Dudleyz had another solid TLC match. Even the Kane, Big Show, Raven hardcore title match was really solid. Toss in the gimmick battle royal (even though the Sheik won it) and you've got one of my favorite WMs.
Anyhow after WM XVIII and WM XIX were reather sub-par it was quite refreshing to see one of (if not the) best WMs last year. WM XX was hyped to high heaven, yet it delivered. The Christian vs Jericho match was great, I was hoping Trish would turn heel and sure enough she did. Taker returned to bury Kane, following Kanes monster push for the past few months after he had lost his mask, that was bad... but Molly getting her head shaved was good. The cruiserweight match was done poorly too, but the Brock vs Goldberg match made up for that. Watching those two get boo'd right out of the building was really something. It shows you how much the internet plays a part in wrestling now. Then we move to the title matches, Angle vs Eddie Guerrero was a very good match, but the HBK, Benoit, HHH match... dare I say it "best WM title match ever" you (or at least I) really had no idea who would win that match. Watching Benoit finally win the strap was just priceless too.

My favorite WM though, and probably the best WM in the eyes of the 93,173 fans that saw it live was WM III. It had midgets, Moolah Koko B. Ware and much more. The Honkey Tonk Man had a stunning victory over Jake Roberts, considering Alice Cooper came to the ring with the Snake you would've thought he was a shoe-in for the win.
But, if there was one moment that defined what the WWE is today, that "made" the WWE it was "the slam" at WM III. When Hogan picked up Andre the Giant and put him on his back it changed wrestling forever. Hogan became an icon and the WWF soared to new heights.
The true highlight of WM III though was the I/C title match. A match that many wrestling fans call the greatest wrestling match of all time, still to this day. The match between "Macho Man" Randy Savage and none other than our topic feature: Ricky "The Dragon" Steamboat. Oh mercy what a match. The amazing wrestling ability of those two at the time was fantastic. All of the near falls, the unpredictability of when the match would end. Every person in the WWE locker room today should watch that match over and over before their matches at this year's WM and strive to come close to the excellence that saw Ricky Steamboat capture the I/C title at WM III.
