That is correct. You either need to finish up SSE + Events 1 through 20 (ALL OF THEM), OR 250 Brawl matches, OR you can finish SSE and unlock the character by going back.

You should probably take it back / trade it in. The game generated hype based on the rabid raving lunatic fanbase for Super Smash Bros. Melee (a group which I happen to belong to). Brawl wasn't an instant-love for me when I got it, as I'm so used to Melee, that my fingers respond based on the old timing that I am used to, and frustrate me a bit when things do not work. So far, I've only put 28 or so hours into the game, unlocked every character, and all but one stage.
If I may suggest something, however. Try it with a GameCube controller, and invite a few friends over. Super Smash Bros. was never a good single player experience, and Brawl doesn't change that on a grand scheme of things. I just simply happen to love what it does provide, as miniaturistic challenges, events, and what have you happen to be "my thing."
