The hats haven't changed a single goddamn thing about the servers I've played on. Personal experience tells me you're wrong, because NOBODY PLAYS A VIDEO GAME FOR HATS.
As far as the griefing and cheating goes, there are already server plugins to ban free accounts (which I don't agree with), and it's as easy as ever for admins to kick and ban. There are solutions to the problem, and until I begin to see it negatively impacting the game (here's a hint: I haven't yet), I refuse to believe bullshit claims like that.

Play with the server browser and try new servers. If it's full of bots, blacklist. And you can sort by map - most of the servers I play on almost
never run 2Fort because everyone's sick of it.

Agreed, but it's heavily dependent on the server. The community is usually pretty good, but you also get douchebags like the one I ran into today who was calling everyone on the team every nasty name in the book because we were losing...while he finished with three points as a sniper. On a King of the Hill map, with lots of easy targets.

The hats part was mostly directed at the other guy.
Everyone gets items at the same rate - 7 to 12 per week, depending on the drop table and if you max out the playtime cap (11 hours-ish before you stop getting drops).
At this point, the item system is tilted against the new players a bit because there's so much in it that the chances of getting any one item are a lot lower than they used to be. There are plenty of places you can go to trade for the ones you want, though, like
