I don't know about the details of the Al Davis LA/Oakland thing, but Modell's company took over operational control of Cleveland Municipal Stadium and he ran it like a slumlord. Withholding revenue from the Indians caused them to jump ship for a brand new stadium and he stubbornly thought losing 81 baseball games would have no effect on their financials, which was an extremely bad move. He lost a lot of money, tried to get the taxpayers to pay for repairs to the stadium, and he eventually tried to move the team despite signing a 25-year lease that ended in 1998. The city sued him for trying to break the lease and they eventually settled on the deal that gave the city all of the rights to the team with the stipulation that the franchise would be deactivated for three years until the new stadium was ready, which was used as a basis for a ton of sports teams to threaten moving if they didn't get new stadiums (Chicago, Denver, and others).
Modell was great for the league, but he was a shitty owner of the Cleveland Browns when he ran the team and their stadium like an egomaniac.
