Yakuza 3 is a clear example of Eastern game design against Western game design. The story will lead the gameplay, where as in Western design, gameplay leads the story.
There are some very lengthy cut scenes, some rivaling Metal Gear Solid 4 in length. I think it takes over ten minutes for the first series of cut scenes to finish before the game itself starts.
If you want a clear idea of what kind of game this is, I would say it's a next-generation Final Fight game. That's what you should be expecting walking into this game.
Once the story leading up to what is going on is establishing, your character will basically be let loose, interactive movie style, not sandbox style, into various Japanese settings. That's a big difference, which is why comparisons to Grand Theft Auto absolutely do not work. You won't be able to run up and kill everyone you want. This doesn't fit into the Yakuza 3 storyline or the Kazuma character, and so players aren't allowed to do it.
Instead you can walk around towns and cities and do glorified stuff that Japanese Yakuza do, but for the most part you'll be going from mission to mission to move the story forward.
The street fights are based around scams in real-life Japan, when people will bump into you, and ask for payment for breaking their cellphone or something. Unfortunately by messing with the main character, these people will get their asses kicked and hence the street fights break out.
These street fights are pretty vital to leveling yourself up for boss fights later in the game. Don't balance yourself properly and you'll find it quite difficult to advance later in the game. There are only a certain number of times these hoodlums will approach you in-between missions. Like three times. Then you must complete another mission for more hoodlums to show up and harass you.
