If you are using Steam's beta UI and are having trouble preloading the game, try switching back to the original UI. At least, that got it preloading for me.

I really enjoyed Tetris DS a lot (and I do mean a lot), the big reason being its online component, but it also has pretty meaty single player modes. The game may require a little effort to find now though.

If you have a laptop or a nearby desktop with wireless capabilities, try bridging their network connections by connecting the 360 to the computer with an ethernet cable then get the computer to allow others connected to its network to access the internet through it. Google "360 wireless bridge"...
