Is this game mostly (completely?) PvP? Or are there some PvE objectives / missions? I briefly checked the game's official website and the its Wiki but I couldn't find a definitive answer.

I think the 24 hour limit is to deter cheating and the like (passing items onto friends, then re-downloading your save and passing them onto other friends). It can still be done, just at a slower rate. Also, some saves are specifically locked to the PS3 unit (not just the account), and...

I don't think Silent Hill and Metal Gear Solid are "sell-able" unless you also plan to sell your PSN account, since they're more / less tied to the account that downloaded them rather than the PS3. Except that the account is tied to the PS3 ... hmm.

The loss of graphics isn't so bad, I don't think. I would say it looks worse playing on an original PS1 on an HDTV because the PS3 at least smooths the resolution. It is pretty bad if you play on full-screen mode (as opposed to normal) though. On the topic of PS1 compatibility and backing up...

Yep, I saw this, and I decided I would get a PS Vita 1st Gen if P4 for Vita makes it stateside. I doubt the fighting game would make it outside of Japan, though I could be wrong.

Delay could be related to the recent discovery of SOE's hacked accounts. Though SOE and PSN aren't a single entity, resources now directed to improving security to both might be the cause of the delay for PSN's return this week.
