The reasons that come to mind as to stop evolution is that pokemon usually learn moves faster. For example Turtwig learns Leaf Storm at 45 where it's final evolved form learns it at 57. However, there can be some downsides. For one, Turtwig, when evolving gains a new type, ground and can tap into some ground skills like earthquake, whereas it couldn't as Turtwig. Also, Turtwig's stats are generally lower than its evolved forms. Finally when gaining types, you gain weaknesses and strengths at the same time obviously, you just have to weigh the pros and cons yourself.
Another reason would be for duplicating (breeding) it as Turtwig in the end.
And a third reason would be to trash talk people and say that they owned their Legendary pokemon with Turtwig.
BTW, don't feel bad keeping Turtwig as Turtwig. Mine's not evolved as well and at 39, and I plan to keep him that way.
Unfortunately, I can't answer the berry questions. I'm still learning from the Pokemon masters about that. I'm as stumped as you.
