Fallout 1 and 2 are almost the exact same in terms of gameplay..
And if you don't like them, you fail. They take more imagination than something like Oblivion, but the setting, characters, and stories are so much better than oblivion. You're so free to do whatever you want, too.
Say this gang member asks you to kill this rich dude who lives outside of town. You can A. Agree and do the job, get paid. B. Agree, sneak into his house, steal his necklace that the gang boss wants as proof of his death, get paid C. Tell the authorities and join them in a raid on the gang. or D. Steal the necklace, get paid for the job, tell the police, kill the gang member, and profit from both!
And then there's always E. Massacre everyone in the town, men, women, children, dogs, etc. and forget the whole mess. There's no invincible Guards to take you to jail like in Oblivion. I hope Fallout 3 is that way too. I hated that I couldn't just get out of situations where I got caught stealing or something.
God, I love fallout. It has so many awesome parts like that in almost every town in the game.
Don't play the second one first, though. It's hard to go back because the second one removes the time limits and has a lot of streamlining that the first one doesn't.
