Two options:
1) Cena retains and Punk is really leaving.
2) Cena retains and Punk really isn't leaving.
I think that the truth is a bit of 1 and 2. Here's what I see: Punk is gold to WWE right now, who is clearly struggling for a lack of upper card talent (and that's something they refuse to think is of their own doing). At any rate, they don't want him to go, and this one slip isn't a big deal (didn't Michael Cole call someone a f*ggot on twitter a few months back with no punishment at all?). Punk's stock couldn't be higher right now, because fans want to see what he'll do next. If you think he offended anyone backstage with what he said during his "shoot" promo on Raw (in terms of WWE Corporate), you're out of your mind.
That said, I do believe his contract is up. I do think he'll take some time off. Maybe he'll hit up NJPW; maybe he'll hit up ROH for a bit. There's zero chance he'll hit TNA. But, yeah, contract is totally up. But he's surely verbally committed to coming back to WWE in 3-6 months' time, when we least expect it, unannounced and white hot from some time re-establishing his cred in the indy scene (and dude can work us like a mother

Short story: I think that he's doing what Brian Pillman had in mind when he convinced WCW to let him out of his contract in the mid-90's (when he did the loose cannon bit in ECW). WWE is a smarter company than WCW, so they surely have checks in place to ensure that he'll be returning and that this really isn't Punk leaving, but Punk needing time off to charge his batteries.
Dude has been with WWE for how long now? When did he leave ROH? 2005? 2006? Let's not pretend like his frustrations with the company mean he's leaving for good. I mean, sure, pretend that those frustrations are real - but then you're just buying what Punk is selling.
