Ditto on this and everything else you said.
I've noticed this a lot -- people who were huge Saint's Row 2 fans don't seem to dig this one a lot, while people who have never really messed with the series love this game. This doesn't apply to everyone but this seems to be the general consensus from people who are playing.
There is just too much removed and changed from Saints Row 2 that I dislike... the notoriety system is near the top of that list. Way too easy to simply cancel everything out. Nothing like robbing a store you own, walking outside and walking back in to erase everything
Maybe the last act gets insane but I'm about 3/4 of the way in and where is this "over the top craziness" we were promised? It seems everything that was so over the top was spoiled by the many, many videos they had shoving these things down our throat. I've yet to see anything new and insane and many of the missions are kind of bland; so much stuff is simply shown to you as cutscenes rather than you actually DOING it. I've played two other games this year that did the whole "airplane crashing" thing so, so much better... and they were interactive.
And I just finished every Mayhem mission, and other than the achievement, I got no reward whatsoever? Such a step down from Saints Row 2, where so much cool shit was able to be unlocked by completing the diversions. On that subject, Genki was disappointing as hell, finished all six in under an hour without dying once and didn't really find the commentary that funny.
I'm not feeling the mission structure... I like past Saints games where each gang had their own mission track and you really got to know each gang. Here, I am 31 missions in and the gang's personalities are just kind of meh with a large focus on the Mourningstar at the expense of the other two gangs. Also, the gangs vehicles are kind of boring, just seems to be the same cars reskinned? Seems to be a lack of cars overall, a lot of them feel the same.
Also, that Sublime moment was ruined for me... I was enjoying it, got to the destination early and panned the car around to see the characters just sitting there lifeless. That really broke the immersion for me, hearing them laugh and enjoy the song but then actually seeing them just sitting there with a blank look on their face.
TL;DR is that it seems to have a lot removed from Saints Row 2 and feels like a step back rather than a sequel, as Saints Row 2 had so much more to do.
Also, I'm pretty sure Skyrim spoiled me; my first time looking at the map I thought "Is this all there is?"
