That's a lot to ask for. They only have so much money to spend; you can't expect them to have a full orchestra play every song.
Uh, have you seen Nintendo's financials lately? Budget shouldn't really be a concern here. And it's actually not that horribly expensive, especially for a game as important, high-profile, and presumably, high-budget as Brawl.
To make an example: You can hire a 100-piece orchestra of AFM members for $108,000 for a 6-hour session, enough for about 20 minutes of finished music, going by what I know of score recording. You could get an entire week of those 6-hour days, easily enough for nearly 2 hours of music, for $540,000.
With game budgets regularly surpassing $15 and $20 million, does that really seem like so much? Especially when you consider how important audio is to the entertainment experiance. Neil D Voss, the legendary Tetrisphere and New Tetris composer, once lamented how, despite hearing a study claiming that the audio counts for 25% of the mental perception of a multimedia experiance, you never see a game with 25% of it's budget allocated to audio.
Even if they spent a million dollars on recording music, that's, what? A couple days worth of DS profits? And really, the game is guaranteed to sell millions and earn back it's cost severalfold.
Nintendo had over two hours of live orchestra music recorded for Mario Galaxy, so it's not like they can't afford it, or haven't done something on that scale before. They could do it, but, alas. Seems like Brawl is definitely synth-centric (and IMO, not even outstanding synths at that).
Still gonna be the best game evar.
