Because it's very difficult to implement. Microsoft provides a great API for the most part when it comes to making a game for Xbox 360. However, one of the few things that's left very difficult to implement is implementing the convoluted guest system.
I know of developers that tried to implement it and eventually removed it because it was holding up the certification process and was just taking too long to get right.
I would imagine the 2-player "Guest" online option is pretty hard to code for and it also rips into MS's pockets because why pay for XBL when dorm roommate and closest buddy has it? I understand leaving that part out for monetary purposes. But to totally disregard the split-screen and/or system-link option? For a monster machine like X360, that's an embarassment and a bad move. N64 was certainly hard to code for, including the split-screen slowdown and texture stripdown. But even that didn't stop the N64 developers. I think developers are just getting lazy or Microsoft is really pressing hard on "no multiplayer" agenda so that it pushes hardware purchases. It made so much sense to do split-screen deathmatch for this game and R6 Vegas. I am dumbfounded.
