Opening a dispute would probably be the best way to get the powerseller's attention, since I'd imagine they deal with so many customers... the only bad thing is that the process can be lengthy.

Get your refund already and be done with the douchebag. Oh yeah, try to get the seller to pay for shipping charges since they are so incompetent. Also, if you're not afraid to do so, leave negative feedback.
